Combination of Cultural and Vocational Training as an Economical Solution to Improving the Human Resources Level among Khmer People in the Mekong Delta

Abstract

Human resources quality has a decisive impact on the development rate of a nation, a local, and a country. Human resources quality chiefly reflects the cultural and professional level of a community. The Mekong Delta is the granary of the whole country and is a region with a long existence of different peoples where the Khmer ethnics take a fairly high proportion (1/5 population of the whole region). Generally speaking, the life of Khmer people is still very difficult, the more so in the present context of international integration, of the market structures and the shift process of economic and labor structures of the provinces. Reality analysis has shown that the basic reasons for these difficulties lie in the low cultural and professional level of the people. Therefore the raise of cultural and professional level of the Khmer ethnics is a fundamental solution to the promotion and development of these human resources so rich in potentialities.
